This is a work in progress, bearing on a number of blurry dots which have suggested connection. The Reemergent 1977 H1N1 Strain and the Gain-of-Function Debate

ABSTRACT

The 1977-1978 influenza epidemic was probably not a natural event, as the genetic sequence of the virus was nearly identical to the sequences of decades-old strains. While there are several hypotheses that could explain its origin, the possibility that the 1977 epidemic resulted from a laboratory accident has recently gained popularity in discussions about the biosafety risks of gain-of-function (GOF) influenza virus research, as an argument for why this research should not be performed. There is now a moratorium in the United States on funding GOF research while the benefits and risks, including the potential for accident, are analyzed. Given the importance of this historical epidemic to ongoing policy debates, we revisit the evidence that the 1977 epidemic was not natural and examine three potential origins: a laboratory accident, a live-vaccine trial escape, or deliberate release as a biological weapon. Based on available evidence, the 1977 strain was indeed too closely matched to decades-old strains to likely be a natural occurrence. While the origin of the outbreak cannot be conclusively determined without additional evidence, there are very plausible alternatives to the laboratory accident hypothesis, diminishing the relevance of the 1977 experience to the modern GOF debate.

Wayne Madsen Report – September 21, 2009 — BREAKING NEWS. H1N1 genetic samples seized at Indonesian airport

WMR has learned from our Asian intelligence sources that Indonesian authorities recently caught a Japanese H1N1 researcher trying to leave Surabaya airport in east Java with H1N1 RNA genetic samples. Previously, the Indonesian Ministry of Health prohibited the transfer of human H1N1 samples to other countries. In 2007, the Health Ministry banned the collection of H5N1 avian flu samples by the US Naval Medical Research Unit No. 2 (NAMRU-2) in Jakarta. There was a belief that the collection of the samples were solely for the benefit of U.S. pharmaceutical companies in producing vaccines.

The Japanese researcher, who is linked to the H1N1 swine flu research work that involved the genetic manipulation of recovered 1918 pandemic genetic material from the buried corpse of an Inuit woman in Brevig Mission, Alaska, and the genetic splicing of two forms of swine flu, two forms of human flu, and one form of avian flu at the University of Wisconsin in Madison, tried to mask the H1N1 human genetic material in vials marked ‘zoonotic material,” meaning diseases spread from animals to humans.

The Indonesian government has tried to blame the illegal export of the H1N1 material on Airlangga University’s Tropical Disease Center in Surabaya but the attempt appears to be the pin blame on a scapegoat — in the same manner that U.S. Army Medical Research Institute for Infectious Diseases scientist Dr. Bruce Ivins was blamed by the FBI for the mailing of anthrax through the U.S. postal system — a charge that based on the flimsiest of evidence.

The Indonesian claims are based on the fact that the Japanese researcher caught at the airport claimed the H1N1 samples belonged to the TDC at Airlangga, a charge that the TDC has rejected because it is aware that the export of such material is illegal. The illegal export of the H1N1 material involved a research team that works on H1N1 research at Tokyo University.

Based on research conducted on the H1N1 vaccine, WMR’s sources in the virology research community have concluded the H1N1 vaccine lacks stringent tests and trials, administration of the vaccine has resulted in severe side effects, and a number of deaths have already been reported from people who have received the vaccine. It is also possible for persons who have been administered the vaccine to continue to act as H1N1 “carriers.” WMR has learned that with the H1N1 pandemic’s virulence and rapid rate of mutation, as well as the safety and health issues with the H1N1 vaccine, a major portion of the population of the United States and the rest of the world are at extreme risk.

Georg Pöch (1895-1970), physician, born in Przemyśl in Galicia, son of Rudolf Pöch’s brother Josef Pöch, Major (cf. University Archive Graz, Faculty of Medicine, National WS 1919/20). George Pöch studied medicine at the University of Graz, received his doctorate in 1921 as a doctor of the entire Medicine (cf. University Archive Graz, Faculty of Medicine, Doctoral Protocol Vol. XI, No. 145) and passed the physics exam in 1924. From 1921/22 he was a secondary doctor in Graz and built in the On behalf of the Commonwealth Fund, the child health care system in Salzburg. From 1924 to 1929 Georg Pöch was head of maternity health care in Salzburg, then until 1935 in Eisenstadt active. From November 1938 to September 1939 he was in the Department of Public Health in the Reich Ministry of the Interior in Berlin. From 1940 he was with the Governor of Salzburg as Head of Subdivision IIIa (Health and Physical Exercises) and Department IIa/2 and responsible for “hereditary and racial care”. Pöch was also a member of the Hereditary and Health court in Salzburg and therefore involved in the euthanasia processes in Salzburg. After the collapse of the Nazi regime in 1945 Georg Pöch eluded the Austrian Judicial authorities by fleeing to Indonesia, where he died in 1970.

On 26.12.1924 Georg Pöch married the widow of his uncle Rudolf Pöch, Helene Schürer-Pöch (cf. Salzburger Landesarchiv, Personalakt Georg Pöch; Salzburg City Archives, Georg Registration Act Pöch; Hofinger 2012). He was a member of the student association Akademischer Turnverein Graz, founded in 1864 (cf. Kriegs-Zeitung des A.T.V. Graz 1915-1918).

Hella Pöch (born Helene Schürer von Waldheim ; * May 24, 1893 in Wildalpen , Austria-Hungary , † 1976 in Vienna ) was an Austrian anthropologist who was strongly committed to Nazi racial theory .

The talented daughter of the doctor Friedrich Schürer von Waldheim published as a schoolgirl and studied anthropology, ethnography and prehistory at the University of Vienna from 1915 until her doctorate in 1919. She then worked as an assistant at the Institute for Ethnography and Anthropology under Rudolf Pöch , who she had previously married had, but died unexpectedly in 1921. Together with Josef Weninger , she continued teaching on a voluntary basis until 1924. From 1923 to 1945 she was, like her father, a committee member of the Anthropological Society in Vienna .

Her dissertation was based on her surveys in the Grödig prisoner of war camp , which the student carried out on 700 Ukrainian and Volhyn women and children in 1917 . In doing so, she researched the heritability of certain facial features. As a result, she brought the “soft parts of the face” and the papillary lines of the hand into a racial schema. In 1924 she left the institute that Otto Reche had taken over. She married the doctor in the health department and nephew of her first husband Georg Pöch from Salzburg a second time . There she organized a joint meeting of the Anthropological Society in Vienna and the German Society for Physical Anthropology in 1926 . More and more she followed the racist heredity and called Wolhynians as an Asian, “inferior race”. In 1929 she measured hundreds of residents in Pongau in order to prove the “Nordic” character of her “race”. She followed her husband to Burgenland in the 1930s , where she practiced “racial studies of the Jews”. From 1934 until the annexation of Austria in 1938, she often traveled to Germany in order to maintain contacts with the racial political office of the NSDAP .

In 1938 she was appointed “race expert”, who judged very restrictively. She worked closely with Kurt Mayer . In January 1940, Pöch (Vienna) and Sophie Ehrhardt (Tübingen) collected the handprints of Jews on behalf of the Reich Health Office in Lodz . In Tübingen she analyzed material for Hans Fleischhacker . Also in 1940, together with her husband, she proposed an investigation of Sephardic Jews in the Dutch concentration camp Ommen , which was approved in 1941 but could no longer be carried out because of the evacuation.

The Pochs left Salzburg in 1946 and came to Sumbawa Besar in Indonesia in 1954 , where they continued their research. Between 1964 and 1970 she returned to Vienna, where she died in 1976 and was buried in the grave of honor of her first husband Rudolf Pöch at the Vienna Central Cemetery.
