In 1999, two colonels of the Chinese People’s Liberation Army, Senior Colonels Qiao Liang and Wang Xiangsui, published a book titled, “Unrestricted Warfare.” The book was an instant hit with the Chinese reading public. It also sent shock waves through the Pentagon and its phalanx of not-for-profit think tanks and became required reading at West Point…
The Chinese authors were actually calling for an innovative strategy in fighting future wars. In order to compensate for what was then viewed by Beijing as superior American military strength in the Pacific region, Chinese military strategy was fine-tuned to accommodate “asymmetric warfare,” which means a war without traditional boundaries.
Although the Pentagon and its congressional “yes men” and media plants have hyped the Chinese cyber-security threat, it is another component of the Chinese strategy, clandestine sabotage of and military attacks on vital infrastructure installations, including factories, ports, electrical power plants, that is of greater significance. The recent suspicious mega-explosion at the port of Tianjin, a major Chinese commercial center, and at a chemical plant in Shandong, are examples of the types of facilities that would be attacked by Japan, which has adopted its own version of the Chinese asymmetric warfare strategy to combat what it sees as a Chinese military threat.
However, it is Japan, under the imperial revanchist prime minister Shinzo Abe, that has brought home the menace of a resurgent militaristic Japan to China. It should be recalled that in 1937, Japan took control of Tianjin, what was then known as Tientsin, and maintained economic control of Shandong, then Shantung, ever since the end of World War I. Japanese revanchists and militarists view Tianjin and Shandong as lost Japanese territories.
It is significant that Abe is boycotting the 70th anniversary celebrations, including a massive military parade, in Beijing of the Victory over Fascism just as German Chancellor Angela Merkel snubbed Russia and did not attend a similar parade in Moscow. Abe has also refused to apologize to China for Tokyo’s war atrocities in China in World War II. Abe merely issued a statement of “remorse.” The failure of Abe to apologize, something done by past prime ministers, set off a series of indignant protest from not only Beijing but from Seoul and Pyongyang, as well. South Korean President Park Geun-hye will join Vladimir Putin in Beijing for the 70th anniversary military celebration. She ignored pressure from Washington and Tokyo to boycott the celebration. By fomenting heightened tensions between the West on one hand and Russia and China on the other, Abe and Merkel appear nostalgic for the old Axis alliance.
Abe, according to WMR’s sources in Japan, has old links to the fascist terrorist group Aum Shinrikyo, which attacked the Tokyo subway system with deadly Sarin gas in 1995. In 2000, Aum Shinrikyo changed its name to Aleph and, although it has been accused of being anti-Semitic, oddly chose the first letter of the Hebrew alphabet as its new name. Aleph and its cult members, many of whom are Gladio-like operatives for the Japanese intelligence agency Naicho, is believed to ultimately answer to Abe. Though branded a terrorist group, Aleph is in a unique position to commit acts of sabotage in China without exposing the fingerprints of Abe or the Japanese government.
Chinese asymmetric warfare strategy has, as one its its basic principles, a doctrine known as “anti-access/area denial” (A2/AD). This doctrine calls for denying the use of port facilities and logistical support to the U.S. Seventh Fleet in mainland Japan, Okinawa, and Guam. Targeted ports include Yokosuka, the headquarters of the Seventh Fleet, and Sasebo.
The deadly explosions in Tianjin and Shandong were followed by an explosion at the U.S. Army Sagami General Depot in Sagamihara, near the Yokosuka U.S. naval base, which stores fuel, ammunition, and compressed gases for the U.S. military forces in Japan. The Sagami depot is exactly the type of facility that would be targeted in a Chinese A2/AD operation, although it would not be a primary target. If, however, the Chinese were responding to what it believed were an act of asymmetric warfare against two of its major industrial assets, the port of Tianjin and the Shandong chemical factory, it would choose a secondary or tertiary U.S. military target, such as the Sagami depot.
Chinese A2/AD strategy calls for minimizing civilian casualties, whether it is in what China refers to the “first island chain” — Japan, Okinawa, Luzon, Borneo, and Taiwan — and the “second island chain” — Guam, Saipan, the Bonin Islands, and the Volcano Islands. The Chinese understand that it would not help their cause with fellow Asians to be responsible for a large number of Asian civilian casualties in denying the Americans military access to the first and second island chains. They are perfectly content to allow the Americans to maintain the distinction of indiscriminately targeting Japanese civilians in World War II with two nuclear bombings of cities and conventional fire bombings of Tokyo and other cities.
The Chinese have a different strategy for what is known as the “third island chain” — the Aleutians, Hawaii, and the South Pacific island states and territories. This chain would be targeted with mainly non-lethal unconventional warfare, including cyber-attacks, a massive propaganda campaign, especially directed at ethnic Pacific islanders, and communication satellite outages resulting from the use of ASAT, or anti-satellite, weapons.
A day before the Shandong explosion, a suspicious explosion ripped through the basement of the One Wilshire building in downtown Los Angeles. The explosion, which injured four people, and resulting power failure knocked out data services to Level 3 data network customers. A number of Internet Service Providers saw their operations disrupted, with the effects of the outage being felt as far away as Britain. Such Internet “choke points” are highly-favored sabotage targets in asymmetric warfare campaigns.
The authors of “Unrestricted Warfare” stated that in their view, nations could inflict grievous harm on the economies of other nations without taking major military action. The authors saw attacks on data networks as one such unconventional action. The Chinese colonels saw a combination of traditional military action and non-military operations as a “grand warfare method.”
The Sagami explosion was shortly followed by another at the Nippon Steel plant in Kawasaki, next to Haneda Airport, which serves Tokyo. Airport passengers were quoted as fearing that there was a link to the Kawasaki and Sagami explosions in Japan and those that occurred in China. In this case, the “crowd sourcing” of the causes of the explosions may be more correct than official government statements and corporate media accounts.
This week, the Chinese and Russian navies began “Joint Sea II” exercises in the Sea of Japan. It is the first time that the People’s Liberation Army Navy (PLAN) has conducted exercises in the Sea of Japan. In addition to live-fire drills, the two navies are conducting “anti-sabotage” operations, which is interesting in the wake of the industrial explosions in China and Japan.
Meanwhile, the U.S. Navy is conducting a major exercise in the South China Sea with the navies of Singapore, Vietnam, the Philippines, Malaysia, and Indonesia. The exercise is called CARAT, Cooperation Afloat and Readiness Training, and is directed against China’s increasing military presence in disputed maritime and island zones in the South China Sea. The U.S. Navy ships participating in CARAT are home based at Yokosuka, in Japan, the site of the Sagami explosion…

Declassified Central Intelligence Agency archives indicate that the top brass at Langley was concerned about press reports in 1980 that not only did the Ronald Reagan-George Bush-William Casey campaign team engineer an “arms-for-no-hostages” deal with Ayatollah Khomeini’s government in Iran — thus ensuring the U.S. embassy hostages would remain in Tehran until after the November presidential election — but also tipped off Iran about President Jimmy Carter’s planned attempt to rescue the hostages using military force.
According to documents held in the CIA archives until they were declassified in 2012, officials of the Carter White House suspected that the Reagan-Casey team had a mole inside the National Security Council. Moreover, this mole was believed to be directly passing classified information on the military operation to rescue the hostages, Operation Eagle Claw, planned for April 24, 1980. The operation was complex and dangerous. Delta Force commandos were to land at an initial staging area in Khorasan province, code named Desert One. They would then fly 260 miles to a second staging area in the Tehran suburbs, code named Desert Two, where they would link up with CIA agents on the ground in Iran and local Iranian support personnel. The U.S. and Iranian team were to drive to the U.S. embassy compound in trucks and then engage the student hostage takers, and, if the plan worked, free the hostages and exfiltrate them to Deserts One and Two and eventual freedom when they reached Saudi Arabia.
The CIA’s director of security, Robert Gambino, the George H. W. Bush loyalist, retired from the CIA in early 1980 to join the Bush presidential campaign. He then switched to the Reagan-Bush campaign after Reagan selected Bush at the July nominating convention in Detroit. Gambino is mentioned in the documents as a liaison between William Casey and disloyal elements within the CIA. Gambino also gave Jeb Bush his CIA indoctrination in 1977 prior to Jeb leaving for a two year assignment as vice president for Texas Commerce Bank, owned by James Baker, in Caracas. Jeb Bush and Gambino initially worked together on George H. W. Bush’s campaign in 1980. They both joined the Reagan-Bush campaign in July after Reagan was nominated by the Republican convention in Detroit with Bush as his running mate. Initially, it appears that the CIA group working against Carter was dealing with both the Reagan and Bush presidential campaigns in early 1980. Although Bush beat Reagan in the Iowa caucus and the New Hampshire primary, Reagan went on to win most of the later primaries.
The classified information on Eagle Claw and negotiations with Iran were passed to Casey, Richard Allen, Ed Meese, and Judge William Clark. Essentially, these four men were operating a spy operation targeting the Carter White House using one or more moles within the National Security Council. Bush agents within the National Security Council were also active. These included Stefan Halper whose father-in-law was Dr. Ray Cline, former deputy director of the CIA. Cline’s network of agents, including Ted Shackley, forced to retire from the CIA in 1979, extended to the Carter National Security Council and CIA officers who were thought to be loyal to its director Admiral Stansfield Turner. However, these old Bush loyalists were loyal not to Turner but to Bush and Casey. Halper, Cline, and Jeb Bush’s pal Gambino worked together to ensure as much intelligence as possible was passed from the White House to Allen, Casey, Meese, and Clark. Many CIA officers recalled how Carter’s first choice to head the agency was Ted Sorensen, the aide to and speechwriter for President John F. Kennedy. Many CIA old timers, who were called “cowboys” by President Carter, feared that Sorensen would unlock the secrets of Langley’s involvement in the assassination of his old boss, JFK. They strenuously blocked Sorensen’s nomination…
As Jeb Bush condemns President Obama for the P5+1 nuclear deal with Iran, it should be recalled that he, like his father, committed treason against a sitting president in 1980. Ironically, the treason concerned Iran. Jeb Bush’s opposition to Obama and the Iran nuclear deal should be seen in light of his treasonous past rather than in a mere policy difference with the current president. As President Carter begins treatment for cancer, the country owes it to him to fully explain the treason of the Bush family, Ronald Reagan, and their cohorts and cronies in 1980. It does not matter how many continuing classified documents need to be leaked to give Jimmy Carter a sense of satisfaction that it was high treason, not political ineptness, that sank his presidency.
